About Us

We are a trusted public and environmental health consultancy, helping local governments in Western Australia create and document Public Health Plans tailored to the specific needs of their local area. We specialise in country WA shires.

The Public Health Act 2016 recognises that both state and local governments share responsibility for the health and well-being of the population. Consequently, each local government in WA is now being asked to develop a public health plan, with the aim of ensuring resources are targeting the areas of greatest public health need.

Withers & Associates has completed over twenty Public Health Plans for local governments throughout WA and is currently assisting further councils. Examples of our recent work with local shires and councils are available here.

Withers & Associates provides the following services: 

  • Conducting community health and wellbeing surveys 
  • Consulting with elected members
  • Extensively analysing health data (known as a Health Profile Report)
  • Preparing ‘snapshots’ of the health of residents, based on research
  • Presenting key results in a visually appealing graphic format
  • The creation of an easy-to-read PDF document which councils can make available to the community, complete with graphics and photographs of the local area.
  • The Public Health vision can also be incorporated into the Strategic Community Plan

Llew Withers

‍Llew Withers is the Principal of Withers & Associates and is an accomplished Environmental Health Consultant who has worked in both State and Local Government Health departments for a combined total of 43 years, most recently as the Environmental Health Officer for the Shire of Gnowangerup and the Shire of Broomehill-Tambellup, in the state's Great Southern. Llew is a member of EHA - Environmental Health Australia.

‍He has extensive experience in the Planning, Management, Inspection and Assessment of all aspects of Environmental Health, including wastewater systems, recreational water (microbiology), the built environment, public buildings, public events, and body art (tattooing). Llew is a member of Environmental Health Australia.

‍In his spare time, Llew is a dedicated volunteer Group Leader for the Waylen Bay Sea Scout Group and a long-standing and active member of the Rotary Club of Attadale.
